Dear members and colleagues,


As we embark on a new year, we are excited to continue our journey alongside our exceptional programs and dedicated members. Your partnership remains the cornerstone of our collective success.


This summer was especially active for CAPSES leadership, marked by two simultaneous and significant initiatives. One took place at the Capitol, where we passionately advocated for the advancement of our Golden State Grants bill, AB2768. The other unfolded at the California Department of Education, where we fought to protect the funding for our Workability programs from an abrupt and harmful decision.


While the outcomes of these efforts did not align with our hopes, they have only reinforced our belief in the power and necessity of our collective work. Now more than ever, the political capital we build as a united front is crucial. Our ability to organize and mobilize amplifies our legislative influence far beyond what any one of us could achieve alone.

In recent months, we have witnessed our members' continued engagement through meetings, surveys, and conversations. This collective effort has deepened our understanding and bolstered our capacity to educate and advocate with decision-makers. We are profoundly grateful for the energy and commitment you have shown in fostering discussions, providing data, and offering support on these critical issues that impact our field and the students we serve.


This summer also provided an opportunity to reflect on the significant milestones we’ve achieved since our founding in 1971. Did you know that CAPSES predates IDEA? For over five decades, we have been at the forefront of shaping policy and advocating for representation and accessibility for all California students.


Despite the frustrations that can accompany our work, there is much to be optimistic about. CAPSES has grown into a highly respected statewide nonprofit association, recognized for its high ethical standards. Our representatives continue to hold influential positions, shaping policies and standards that enhance our work and improve the lives of special education students.We have been holding regional meetings since the 1980s, creating spaces for collaboration and progress. Reflecting on these pivotal moments, and while recognizing the challenges ahead, our conviction remains unwavering. We are filled with hope, knowing how far we’ve come.


We hope your school year has started strong and joyful for everyone. Thank you for your unwavering support, which makes all we do possible.
