Some highlights:


Proposed for Ongoing Funding (2.30% COLA)

• Special Education: ($5.5 billion + $2.4 billion federal)


Teacher Workforce Shortage

• Proposes $100 million student teacher stipend program

• Recipients must be in a preliminary MS, SS, Education Specialist or PK-3 ECE Specialist

Credential program

• Must complete at least 500 student teaching hours

• Written as an ongoing program, but subject to an appropriation

• Withdraws proposed $150 million loan repayment program for teachers

• $64.2 million non-Prop 98 GF for Golden State Teacher Grant Program

• Waives RICA for teachers who received COVID-era waivers and either complete

induction or have two years of satisfactory teaching experience by June 30, 2026
