Insurance Coalition Updates 

CAPSES continues to participate in the Statewide Insurance Crisis Coalition, working alongside youth-serving organizations, county partners, and policy advisors to develop a two-year plan for stabilizing the insurance landscape. This statewide effort is shaping legislative and regulatory solutions to ensure providers can have access to affordable insurance and continue serving students safely and sustainably. 

  

NPA Reviews 

The NPA community is navigating significant changes in oversight and sector dynamics. CAPSES is advocating for a modernized accountability system that applies consistent standards no matter how a provider is titled, contracted, or funded. CAPSES is advocating for clearer rules, improved reviewer training, and updated state regulations to ensure students receive high-quality, consistent services. 

  

Regional Meetings 

CAPSES hosts nine monthly regional meetings led by our volunteer Board of Directors. These gatherings keep members connected, informed, and supported on local issues, from compliance to contract negotiations. WestEd Report 

The CDE-commissioned WestEd study released this year examines how NPS and NPA programs support IDEA implementation statewide. Highlights include placement trends, student outcomes, oversight practices, and comparisons to other states. CAPSES is using these findings to guide our policy and technical assistance priorities.

CASA Meetings 

CAPSES meets with statewide associations across the nation every other quarter. These meetings help us understand patterns emerging across state lines, issues that organizations serving students with disabilities face regardless of location, and understanding impact of federal changes. The Council of Affiliated State Associations (CASA) helps track emerging issues and federal policy shifts. These meetings strengthen our national advocacy voice and ensure California’s perspectives help inform NAPSEC’s work.
