OUR MISSION

CAPSES primary mission is to maximize the potential of individuals with disabilities by advocating for them in public policy, and promoting high quality instruction, guidance, therapy and staff development. CAPSES is dedicated to preserving and enhancing the leadership role of the private sector in offering alternative quality services to individuals with disabilities. By providing the highest quality instruction, therapy and guidance and advocacy to their clients, CAPSES members strive to help special education students maximize their potential and lead independent and dignified lives. We are able to build that potential by working together to ensure appropriate services to all eligible students and their families.

Advocacy

Our Role in Public Policy

The public policy role of CAPSES is to provide a unified voice of nonpublic schools and agencies serving California students with disabilities with federal and state public policy decision-makers, parents and the general public. CAPSES maintains effective advocacy efforts at the federal, state, and local levels of government through the coordination of the CAPSES Governmental Affairs Committee. Under the direction of the CAPSES Governmental Affairs Committee, contract lobbyists and consultants implement advocacy efforts to impact proposed federal and state legislation and other public policies on behalf of its members and the special education students and families they serve.

The CAPSES Governmental Affairs Committee tracks, analyzes, and advocates proposed legislation, regulations and other public policies that will impact private special education schools and services in California and the students and families they serve. 

CAPSES educates its members on current legislative and regulatory changes of federal and state law and urges them to attend public hearings and meetings with individual legislators and other policy makers to advocate for the quality special education programs and services that they provide. In addition, CAPSES’ provides resources to its members relating to current changes in laws, regulations or other public policies through regular advisories issued to members.

IDEA

Education for Parents

The Individuals with Disabilities Education Act (IDEA) ensures that all children with disabilities are entitled to a free appropriate public education to meet their unique needs and prepare them for further education, employment, and independent living. Prior to IDEA, over 4 million children with disabilities were denied appropriate access to public education. Many children were denied entry into public school altogether, while others were placed in segregated classrooms, or in regular classrooms without adequate support for their special needs (Katsiyannis, Yell, Bradley, 2001; Martin, Martin, Terman, 1996; U.S. Department of Education, 2010).

CAPSES aims to address the need for more educators and related service providers needed to meet the state's demands by creating pathways for policy, access to grants, and building partnerships with universities to create opportunities for the next generation of special education educators and licensed therapists to achieve their goals.
